Health insurance : what lurks behind the decline in workplace accidents – The Obs

good news can hide a less good. And the statistics to be suspect. This is the teaching of the annual report of the Insurance – professional risks.

last year, 624.525 accidents resulted in a work stoppage or a permanent disability, i.e. as much as in 2014, a figure that is “one of the lowest in the past 7 years,” said the director of professional risks, Marine Jeantet.

At the lowest in 70 years

“Since 2013, the frequency of accidents in the workplace mark a plateau and remains to be one of the lowest levels in 70 years with a frequency index of 33.9 accidents per 1,000 employees”, say the statisticians. As an example, the same index was 120 per 1 000 employees in the 1950s.

meanwhile, the company has changed and the ways of working also : heavy industry has almost disappeared from the landscape and unemployment is becoming structural.

“It is not excluded that the decrease in the frequency of work accidents is related to a ‘contractivité’ of activity, people are less exposed,” recognizes in the terms chosen Pascal Jacquetin, the head of the statistical Commission. “The economy will help to answer the question”.

The “loss ratio”, therefore, stabilizes, the study notes that details :

1. Accidents in the workplace

In this category, two sectors of activity have their frequency index to decrease in 2015. The building and public works, not out of the crisis, records a “sharp decline” of 2.6% compared to 2014, although it remains one of the most affected with 61,9 accidents at work per 1,000 employees. The decline is notable in the area of finishing works, masonry and structural work.

note that the health Insurance system, which focuses exclusively on the fate of the employees in the private sector, excludes from its field of analysis the posted workers, many in this sector of activity, and sub-contractors, as many are, and the more often autoentrepreneurs.

Idem in the chemistry sector. The decline amounted to 2.5% compared to 2014, with a frequency index of work accidents by 25 per 1,000 employees.

On the other hand, the activities of services to the person are experiencing an explosion of work-related accidents since the index average of 92.7 accidents at work per 1,000 employees in 2015, an increase of “3% to 4%,” compared to the previous year. And a clear sign that France is aging.

again, the study of fishing by his side plot. She has been driving for personal retirement homes. But not district nurses or those working in hospitals. Another difficulty raised by health Insurance : “individuals employing a home help do not have the same awareness of the risk professional” and for the employee(s), often of foreign origin, the dam of the language constitutes an additional problem.

“Marisol, how many suicides of nurses for you is this the manner you express them ?”

2. Commuting Accidents

The number of 87.838 in 2015 (compared to 87.746 in 2014), they remain, for their part, stable. “Because of the circumstances winter weather favorable,” notes the document. No snow, no frost, no ice, less falls. The global warming would be good, if based on the figures of the Sickness Insurance, which has engaged in a comparative study with Germany.

in Addition to-Rhine, the number of this type of accidents is higher than it is in France. Because of the weather and because “the high proportion of part-time”, which was 27 % of employees in 2014 (compared with 18.8 % in France to 2015) requires to moonlight and, consequently, to increase the displacement.

3. Occupational diseases

They know, in their totality, a “moderate decline since 2012″. With the notable exception of lbp, which constitute a “genuine issue of socio-economic”. In 10 years (2005-2015), these have been up 6 %. They now represent 19 % of work-related accidents, and result in work stoppages in two weeks “frequent, short, repetitive”.

Several recommendations to avoid this inconvenience : to drop, to lift a load, to observe an upright position at the desk, ensure you have a good body movement to avoid a wrenched back. The Insurance insisted on these precautions because it costs a billion euros per year. This evil for the young men (truckers, shippers, carriers etc) and the older women.

A balanced budget

The health Insurance believes that businesses must be virtuous in order to minimise accidents, a point of view shared by the Medef. In this regard, the establishment of a system of bonus-malus on employer contributions is to the study to foster prevention, particularly in very small businesses. “The idea is not to impose a tax on TPE”, stresses Marine Jeantet, to the effect that such action is the responsibility of the government.

According to the director of professional risks, accident at work and occupational diseases (ATMP), the oldest of the social Security, is “the only one” to be in balance in 2016, for the first time since 2007. She will even finish the year in beauty with a budget surplus of 414 million euros and a full repayment of its debt.
