But the concession contracts are “advantageous” to the motorway companies said Michel Sapin . They are “extremely well made and they anticipate that if there is a tax increase, there must be compensation and the compensation is to increase the toll” says Minister Finance . Motorists are not ready. After the abandonment of the environmental tax, the government has to find around € 2 billion to offset the shortfall.
