Rechargeable unemployment rights, instructions – The World

Faced with a deficit UNEDIC, social partners are discussing the amount of unemployment benefits.

The new system, which comes into effect on Wednesday 1 st October, will allow recipients of unemployment insurance to accrue each time they are working, and without losing those already acquired. The job seeker does not have to worry about a possible loss allowance if found temporary work. “Now, the more he works, the more he has rights” , says Patricia Ferrand, President (CFDT) UNEDIC. When an unemployed person reaches the end of rights, employment center will examine the number of days worked (not compensated) during this period of unemployment and “reload” all rights to indemnification.

To benefit from this measure, there must be reworked at least 150 hours (one month). The goal: to encourage the resumption of work, however brief, when unemployment reached a record level (3.41 million job without late August business metropolis applicants). All job applicants will be compensated affected by this new system, but the measure is primarily those alternating periods of activity and unemployment, while the number of short contracts explodes.

380 MILLION A YEAR

UNEDIC, this mechanism will be a cost of € 380 million for the full year. To fund this scheme, the social partners have chosen to cut back on certain rights in order to identify new resources for the regime – its debt is expected to reach a record level of 21.3 billion euros at end 2014, efforts have been requested to frameworks affecting a significant severance and intermittent. The new agreement also provides for simplifying the system , which allows more than one million beneficiaries each month to accumulate odd jobs and unemployment benefits “reduced activity”.

The goal is to limit “surplus”, these amounts wrongly paid to unemployed (756 million in 2013). Cumulation rules are simplified and all the thresholds and time limits – often incomprehensible for the unemployed – deleted. One imperative: the combination of the two should not exceed the previous wage to job loss
