The government promises free training to unemployed … – The Obs

Paris (AFP) – Free training, rent guarantee places in crèches: Labour Minister, François Rebsamen, announced Monday twenty measures against long-term unemployment, the scourge built in “national cause” by President François Holland.

“The risk that must be fought, the risk of permanent exclusion difficult to reverse even if the return to growth,” warned Mr. Rebsamen presenting his plan.

End 2014 in France, little understood activity, over 2.2 million unemployed pointing at employment center for at least a year, or 43% of all registered. Worse, 705,000 jobseekers were still stranded on the operator’s lists for more than three years. This figure has soared by 19.1% year on year.

To curb the phenomenon, the Minister announced the creation of a “real right to free skills training for job seekers” under the new personal training account (CPF). This measure will come into force “as from March 2015.”

The training will be funded by individual rights to training (DIF) already acquired by the job seeker, by the Joint Fund for Securing careers (FPSPP) amounting to € 220 million, and by employment center and the regional councils.

Meanwhile, the government plans to raise the social barriers to job search.

First brake housing. The rental deposit will be open “to job seekers finding a job,” confirmed out CDI, announced the Minister of Labour. This measure will be financed by employers contributions collected by the joint body Action Housing.

Second brake, child custody. The government plans allow job seekers to “do keep (their) children time to a job interview, a visit to a pole employment agency, training, or even the trial period” .

Discussions will engage with employment center, the National Family Allowances Fund (CNAF) and crèches companies to “develop within six months of practical solutions.”

Last axis of the plane: to support the unemployed very long in their return to employment, to reassure employers

Francis. Rebsamen announced a new “followed in employment”, to extend the support of employment center or local missions until the end of the trial period.

It has also draw on “periods of simulation exercise in the workplace”, adopted in March 2014, to confront the unemployed to business realities.

The government’s plan also includes several measures already known. Among them, doubling by 2017 the number of unemployed in intensive support (monitoring arrangements adapted to the most remote from employment) by employment center or the creation of a “new career” professional contract for seniors.

François Rebsamen has however denied having “recycled measures.”

In July, the long-term unemployment was erected in “national cause” by President François Hollande, after the announcement of a first salvo of measures under the senior level.

They had not been enough to reverse the trend.

The fight against it is even more difficult than it conceals very different profiles. Some, less distant from employment contracts and alternate short periods of unemployment or work part-time, while others are actually excluded from the labor market.

In a study published in December Pole Jobs were about one million unemployed “sustainably removed from employment”, totaling at least 12 months without any activity. They were twice as likely in late 2007, before the crisis.

Meanwhile, the Policy Board for Employment (COE) assessed the beginning of October in “about two million” whose ” majority not registered at employment center. “

The minister, however, did not set a” target to decrease the number of long-term unemployed. ” It has “prepare as much as possible long-term unemployed to be ready to resume employment.”
