The heritage is now taken into account in the calculation of housing assistance – Europe1

The wealth of households will now be beautiful and well taken into account in the calculation of the aid in personalized housing (APL), according to a decree published Sunday in the Official Journal. This new method of calculation controversial, announced by the government in September, and heritage beyond 30,000 euros, “will apply to benefits payable commencing on October 1, 2016″, adds the decree. The text introduces in particular the taking into account in the calculation of the APL of the interest generated by the sums placed in the savings-regulated (Livret A, LDD, LEP), often referred to as books of”popular savings”. “The threshold of € 30,000 is applied to the sum of the value of the moveable heritage financial and the estimated value of all property, except principal residence and the property for professional use,” says the decree. Beyond this threshold, the aid will be progressively reduced to the beneficiaries, with the exception of disabled people and dependent elderly people.

A reform which is criticized by several associations. This reform of APL has been strongly criticized in recent weeks by the movement HLM, but also by the Fondation Abbé Pierre, the national Confederation of housing (NLC) and the trade union Confederation of families (CSF). In total, “650.000 households with modest incomes who will see their housing assistance diminished,” and denounced the FSB, for which “the tenants have saved to deal with an accident of life” will be “penalized”. According to the government, this measure, however, will refocus the PLA on people with modest incomes. It “restores the balance between those who have a heritage (…) and those who did not,” insisted Manuel Valls.

The State intends to save € 225 million. today, the mode of calculation of the housing assistance enables households to receive an allowance for their main residence then they have a secondary residence or a heritage financial. Some 15.5 billion euros are spent each year in the APL, first the expenditure of the State on the housing. The government has planned in its finance act 2016 of plane with the aid of 225 million euros.
