The tax, which finance the guarantee Fund for victims of acts of terrorism and other offences (guaranty fund), will go from 4.30 to 5.90 euros, an increase of 37%, announced on Wednesday the secretary of State in charge of Assistance to victims Juliette Méadel.

“It’s going to make 140 million euros” more “per year, which will allow not to tap into the reserves of the fund”, she explained on France Info.

It also confirmed that the State acts as a guarantor of the fund’s resources, as had been promised by François Hollande during a ceremony in tribute to the victims, on September 19.

“today there are thousands of people who are affected, traumatized, affected forever by what they have seen, even if they were not suffered in their flesh,” said the president, announcing that the resources of the fund would be “revised accordingly”.

The question of the means of the guaranty fund, which compensates people injured, physically or psychologically, and the dependants of persons who died during the attacks, was asked after a series of attacks on jihadists, sometimes mass, which has proliferated since 2015. Since these attacks, which received a total of 238 dead and hundreds wounded, the fund has provided compensation to nearly 4,000 victims, and paid 59 million euros of provisions.

“In two years, he has been sought out more than since its creation in 1986, she said Méadel.

The guaranty fund was previously financed by a contribution of 4.30 euros on each of the 90 million contracts of property insurance signed in France (auto, home, etc) – which must report to 390 million in 2016.

This tax had been raised for the first time (3,30 euros previously) for more than ten years old in October 2015. The maximum level provided for by the law is 6.50 euros.

Currently, the fund has 1.45 billion euros of reserves. “He is in a situation, very short-term, stability,” assured the secretary of State, but it is necessary to “ensure its long-term stability”.

According to her, the increase of 1.60 euro to the tax, “for the French it is an effort of solidarity, which is necessary, legitimate and justified”.

For the people killed, the guaranty fund takes charge of the funeral and compensate the successors for their moral damages and economic.

For the injured, it compensates for the personal injuries and all damages due to the attack – for example, in the case of disability, the relocation or redevelopment of housing or the purchase of a suitable car.

The foreigners affected by an attack in France can benefit from it, just like the French victims of a terrorist attack abroad.

The total cost, spread over several years, the attacks on November 13 (130 dead) and Nice (86 deaths) is estimated to be between 300 and 400 million euros for each of the attacks.

The secretary of State has cited the case of a victim of an attack, amputated of both legs. The guaranty fund paid him more provisions, before her disability is being determined, several years after the fact. The victim has then received more than a million euros and an annual payment of € 40,000.

The fund will now publish “a repository of compensation”, that is to say, a “sort of scale,” indicating how much money may be a victim depending on his injury, said Juliette Méadel. This transparency was desired by the associations of victims.

However, “it is necessary to leave to the judge the possibility in the event of litigation to individualize the harm”, she said.

in addition, the secretary of State is going to sign with the fund an agreement for the public service, which will indicate its objectives: “transparency, individualization of the support, follow up on end,” has listed Ms. Méadel, adding that it was also necessary to “improve the training of officers of the fund”.
