A study that examined 800 classifieds leasehold has determined that 51 % of the owners who rent live and 25 % of the agencies offer price illegal in Paris.
Near a landlord in two leases still too expensive in Paris when he dispensed of the services of a real estate agent, one year after the entry into force of the supervision of rents.
The abuse is focused on furnished apartments rented to students and young people, according to a study by the consumer association, CLCV (Consumption, housing and living environment) published Tuesday, October 25. On the other hand three-quarters of the ads placed by professional comply with the maximum rent permitted by law, according to the study.
CLCV has examined 800 classified ads on eight websites – Pap.fr, Leboncoin.fr, Fnaim.fr, Century21.fr, Seloger.com, Orpi.com, Foncia.com and Nexity.fr –, with equal sharing, both between the rentals bare and furnished only between the owners, landlords and estate agents.
Abuse of small surfaces
It appears that 75 % of the ads placed by real estate agencies are in accordance with the rent regulation, compared to only 51 % of those from an individual who rents out live.
These abuses are concentrated on small surfaces and the famous” maid’s room ” : 46 % of the ads of flats for rent in the capital displayed a rent to be excessive, compared to 12 % for apartments and 4-room.
Persists and the ” the practice of donors consisting of setting a rent unreasonably high for small homes, finds CLCV. the ” however, this are mainly young people and students who are renters, or a public relatively fragile economically “, cites the association.
These results are, however, slightly better than a year ago : the compliance rates were respectively 70 % (through the agencies) and 47 % (for donors live) in the fall of 2015, which is three months after the beginning of rent regulation, introduced in August 2015 by the law Alur.
The abuse remains more common for the furnished (54 % compliance) than for the housing bare (72 %), with an average amount of cost overrun of more than : 129 euros for the first, 93 euros for the latter.
in The end, nearly four rent-in-ten (38 %, compared to 42 % a year earlier) ” does not conform and exceed, by an average of 115,39 € per month, or 1 384,68 euros to the year, the maximum amount applicable “, finds CLCV, which points to a ” significant financial loss “ for the tenant.
Also, the rent on the four remaining illegal on the websites of real estate agencies, ” this is too important “, writes CLCV. The professionals ” must refuse, as from a legal point of view as ethical, any request by a landlord requiring rent in excess of the limits “, points out the association.
