New record unemployment – Les Echos

France exceeded again in March, the milestone of 3.5 million people with no work at all. 1,247,800 unemployed registered at employment center for at least two years.

If some indicators suggest an incipient recovery, it does not result, or at least not yet, in the unemployment figures. In March, the number of job seekers with no work at all increased by a further 15,400, or 0.4%. It has clearly surpassed the 3.5 million to 3,509,800 in France, according to statistics released Monday at 18 hours by the Ministry of Labour. DOM understood, it now reached the figure of 3,768,300.

The good surprise of January, during which the numbers of Class A of unemployed fell in December after crossing the threshold of 3.5 million unemployed, may well be an “accident” as the next two months, the increase has resumed at a steady pace. But the Minister of Labour, François Rebsamen, trusts that the upturn in January has not been a flash in the pan. “The beginning of the year 2015 remains a phase of improving trend, although it is not enough to obtain, for the moment, a steady decline in the number of jobseekers” says -t he said in a statement, based on the fact that the March level is only slightly higher than in December 2014 (3.500.900 unemployed in category A). He points out that hiring intentions over a month since January progressing, especially in very small businesses.



Decreased short term activities

Excess optimism? The April figures tell. But for now, the positive signs are rare. If we include the unemployed who have worked in the month, the situation is no better, since their numbers also increased to 5,290,500 and 5,590,600 in France over France. Only some positive signs: there is a decrease of those who worked, but less than 78 hours in the month (Category B, down 0.4%) and an increase in those who have worked more (category C, up 1.4%).

It is young people who have been most affected by rising unemployment in March. The number of under 25 unemployed increased by 1% when the seniors and 25-49 – the most numerous – increased by less than 0.5%. This is not unconnected with the thrust of the first entries in the labor market recorded last month by Pôle emploi (+ 6.6%), which remains well below the volume of new registrations for the unemployed out of contract at term (near an entrance in four).

Lower administrative radiations

On the output side, one can certainly note an increase in the number of occasions declared employment (+ 2.7% over the month), but note that their level is lower by more than 10% compared to March 2014. The administrative radiation which sometimes help to limit the rise in unemployment, they are clearly not played since last month fell by nearly 6%.

For its part, the unemployment long continued to grow, with an increase of 1.1% on month and 10.1% year on year. Categories A, B and C combined, the Ministry of Labour has recorded 2,308,800 unemployed concerned, including 1,247,800 registered at employment center for at least two years and 733,000 for at least 3 years. Certainly, this trend seems inevitable as the labor market does not return, companies tend to look askance too old unemployed in a labor market where overall supply far exceeds demand. But it is very worrying because the return to work is all the more difficult than has been away a long time
