Trade unions and employers: end of negotiations and of failure – ladepeche.fr

Trade unions and employers: end of negotiations and of failure – ladepeche.fr

While an agreement seemed near, unions and employers have failed to agree on a reform of social dialogue and social levels in companies. They split up in failure.

Is it a lack of will or a real conflict? Still, after four months of negotiations and a record sequence of two days and a full night of negotiations, the employer (MEDEF and UPA) has thrown up at dawn yesterday to present a new text after taking knowledge of critical yet many unions.

This negotiation marathon was to simplify and improve social dialogue in companies, and thus meet the demand of the government that agreement or not, wants to legislate quickly. But for now, the parties separated, and the conclusion is bitter

Half angry, half-cynical, yet the unions want to continue to believe in an honorable way out. “We will set another Date to continue negotiating and trying to lift the blockages that persist, there are still large, “said Joseph has Thouvenel, deputy secretary general of the CFTC. The side of the Ministry of Labour, the entourage of François Rebsamen has sought reassurance: “given the magnitude of the issue, it is normal that the dialogue be long, it will continue.” “The Minister has confidence in the outcome of this dialogue and sense of social partner responsibilities.”

The unions have waited for twelve hours a new employer text, which never happened, without clear terminals in the ranks of employers on acceptable amendments by its members. But also because “employers could not be between different approaches’ unions seeking to amend the text, explained Marie-Françoise Leflon (CFE-CGC).

A moat too

“I’m not disappointed, negotiation is not over,” insisted his side the leader of the delegation of MEDEF Alexandre Saubot.

“We had night waiting “to” hear that there is no text, “said Marie-Alice Medeuf-Andrieu (FO). “It’s the modernization of social dialogue? If that’s the model I pity the employees “.

Among the points of disagreement, the will of the MEDEF and UPA alleviate the constraints of companies and social levels by grouping all staff representative bodies (Works Committee, hygiene, HSC and stewards Committee), in more than 11 employees of companies into a “Business Council”.

“We were not going to enact such major setbacks for employees, “said Agnes Le Bot yesterday morning (CGT). FO, the project “challenges” more than half a century of acquired rights. For an agreement to be valid, the signature of the three partners of the employers is not essential. Union side, the agreement must receive the approval of organizations totaling at least 30% of the vote professional.

But this stage of the signature is not yet in sight. And like it or not, the government will legislate the second quarter.

Meanwhile, new meeting no date has been set for, but a session could be held during the next week.

Unedic sees red

More and more unemployed gap for unemployment insurance: Unédic, managing body of the regime sees red for year 2015. Despite a slight recovery in growth of 0.8% in 2015, while the government expects 1%, the unemployment curve should not be reversed. The organization anticipates in its latest forecast released Friday, 104 000 unemployed without additional activity in France in 2015. This is still a slower rise after a 2014 year that has seen an influx 182,000 additional job seekers.
