If real intention of the State was to denounce the contracts of motorway companies, as requested him 152 Socialist deputies and user organizations, it should do so before midnight tomorrow, for consideration at the 1 st January 2016. Otherwise, he would have to wait another year, given the notice period. But this scenario is highly unlikely, as evidenced by a new trial balloon launched in the press about any adjustments to such contracts.

On the thorny issue of motorway tolls, while looming up 0.57% theoretically expected at 1 st February without after 0.5% for a first offset the increase in State fee (“Les Echos” December 17), “The Sunday Journal” and stated in its latest edition that the government and the concessionaires of highways would study the creation of a “green pricing” penalizing the most polluting vehicles, including diesel and benefiting the cleanest.

No “punitive toll” for diesel

The Secretary of State for Transport, Alain Vidal, was invited yesterday morning on RMC to respond to the snowfall that caused serious disruptions in access roads to alpine resorts Saturday and Sunday. He, on the back highways, assured that the government is not planning to introduce a “punitive toll” for diesel vehicles. He nevertheless confirmed that “State wishes there were incentives for hybrid vehicles and electric” , as well as for people practicing carpooling (“Les Echos of 23 December). But as there is no question in the minds of dealers, to reduce total toll revenue, this should lead logically by a discrete transfer rates of other vehicles.

It therefore appears that negotiations are spinning. “We renounce nothing” , said yesterday Alain Vidal, adding that “negotiation is still ongoing” , failing satisfactory proposals dealerships. These have yet passed it a few days ago the government ten proposals on which work tirelessly Bruno Angles, president of Macquarie France, chief negotiator for the motorway companies and government side, managers firm Ségolène Royal and Emmanuel Macron, Isabelle Borne and Alexis Kohler. Questions about a possible sharing of profits beyond a certain rate of return on investment (about 8%) and the commitment of the highway stimulus plan will have to be decided.

If there is no clear timetable, the government’s interest to not drag it out and present a text as soon resumption of National Assembly on 13 January. Contacted, nor Matignon or the representative of the motorway companies have made any comment.
