The unemployment rate stabilized below the 10% mark in Q1 – L’Express

The unemployment rate stabilized in the first quarter 2016 to 9.9% in France and 10.2% with Overseas, announced INSEE on Thursday.

The rate of the previous two quarters, however, have been revised: the rise for 3rd quarter 2015, passing to 10.2% (+0.1 percentage points) and lower for Q4, which goes to 9.9% (-0.1 point).



A slight decline on a year

In one year, the new figures show a slight decline. Probably not enough to dare mention any “reverse curve”. The rate of INSEE, measured according to the standards of the International Labour Office (ILO), decreased by 0.1 points in France and 0.2 points with the Overseas Territories.

Overall, INSEE counted, beginning in 2016, some 2.845 million of unemployed metropolis.

These developments, however, are to be analyzed with caution as they are within the margin of error of plus (+ / -0.3 pt).



1.2 million long-term unemployed

Among them, 1.2 million are long-term unemployed, who say look for a job for at least one year. They represent 4.3% of the workforce, up 0.1 points over the quarter as one year.

In the first quarter, only the situation of seniors has improved, the unemployment rate edging down 0.2 points to 6.5%. This compensates for a deterioration in young people, whose rate increased 0.3 point to 24.2%.



By improving for youth unemployment

Across all categories, the observed stabilization in the first quarter conceals an increase in “halo around unemployment” .

These people want to work, but not counted because they are not actively looking or are not immediately available, were 1.4 million early 2016, a number increased by 39,000 over the quarter. Their numbers drop but year on year, to 26,000 people.

More positive, the number of underemployed, that is to say, who like to work more, continued to decline, standing at 6.4% (-0.1 point) .
