Unemployment: the emergency measures to counter the adverse effects … – Challenges.fr

The chamber announced Tuesday, March 17 the indefinite postponement of the meeting scheduled for Wednesday to address the adverse effects of rechargeable rights, a key measure of the unemployment insurance agreement which injures tens of thousands of unemployed.

“We have shifted the meeting because we did not have all the numbers and we were not in complete agreement on the solutions to be adopted,” said the president of MEDEF, Pierre Gattaz, at his monthly press conference.

“I think we need to give a few more days to be sure of our numbers,” he added.

“At this stage there is no new date,” he told AFP negotiator of the CFDT Véronique Descacq. “This is the MEDEF which postponed” the meeting, she said.

The agreement on unemployment insurance signed with great fanfare in 2014 angered thousands of registered to job center. The new rechargeable rights are singled out.

Originally, they allow the unemployed to cumulate the allowance rights obtained through their last job with the rights acquired in previous jobs. Previously, the rights to old jobs were lost in part or in full. On paper, the measure seems more favorable to persons compensated. Yet in some cases it can severely penalize the unemployed receiving much less than what lets hope their latest payslip. Indeed, job center dates back at least 3 years back to find the balance and begins to pay the allowances by seniority acquired rights.

Consider the case of a student who has lived small jobs before finding a first stable job. He just be fired and will first receive benefits calculated according to his former small jobs. Similarly, a woman who worked part time to find a full time job and comes to be fired will be penalized. The consequences are sometimes tragic financially. Les Echos and cite the misadventures of a framework that won Euro 4500 before losing his job and which affects only 900 euros allocation

The cases are increasing since October and the entry into force of the measure. In January Unédic estimated in a study that more than 30,000 unemployed, especially youth and women, would be in this situation. They find themselves with an average of 730 euros allowance for 15 months, whereas before the reform, they would have received 1,220 euros for 21 months.

A right of option for 100,000 unemployed

In response to the rising discontent, social partners meet in emergency Wednesday at the headquarters of MEDEF in Paris. According to information disclosed by Les Echos , the signatories of the Convention (MEDEF, CGPME, UPA, CFDT, FO, CFTC) and the GSC favor the establishment of a “right option. ” At its reinstatement in job center every unemployed person would then have the choice to give or not to their remaining allowance. The system already exists for apprentices but it should not be generalized because it is expensive. This “right to choose” should only apply to the job seekers who reworked at least four months and lying to receive a 30% lower allocation than they would have received before the reform. It will also be automatic for those with a daily allowance of less than 20 euros. Overall, 100,000 people would be affected by the right of option.

The measures should be applied quickly. The economic daily evokes effective from 1 April. These changes will be retroactive from elsewhere. Aggrieved unemployed will be able to recover the shortfall. To finance the option right, the social partners are considering reducing aid to business creation (ACRE) for the unemployed.

“The rechargeable rights issue for people finding a new better paid employment is not a bug, but the will of the signatories, “said in a statement the CFE-CGC, which had not signed the agreement on unemployment insurance. The union also denounced the waiting periods, which can now reach six months for executives. “When we want to introduce a much more expensive system without increasing revenue, you have to undress each other get dressed,” said the union.
