A budget for a decent living in social housing in a small town would be 1,424 euros for a single person and 3,284 euros for a couple with two children, evaluates a study of the National Observatory of poverty and social exclusion (ONPES) published Friday.
The annual report of the Observatory presents the results of research conducted for three years to assess the “reference budgets” needed to “effective participation in social life “. This study is part of a reflection at European level to determine a “decent minimum income”.
Budgets for a decent life
With the help of experts and citizens, ONPES has developed reference budgets of households living in medium-sized cities of Tours and Dijon.
They first determined the baskets of goods and services in a minimum requirement: to have a room for each child of the opposite sex and over 6 years, with a guest bedroom for retirees

The budget required for single-parent families with two children is 2,599 euros social housing (2,830 in private).
The reference budgets retired couple are 2,187 euros (2,437 in private), those of couples without children of assets 1.985 euros (2.133 in private).
Low means for single parents
These budgets were used to determine the share of households that are in tight financial situation. Thus, according to the study, single parents are either poor (55%) or have insufficient means to live decently (40%).
14% of single pensioners are poor, 45% in risk restrictions.
Only 12% of couples without children are active in this situation (5% below the poverty line, 7% led to renounce certain goods and services considered necessary to live decently). This is the lowest category in trouble.
12% of couples with two children live below the poverty line, 24% have to impose restrictions.
