Fuels: Valls denounced a “blackmail” – Les Echos

While opponents to work bill continued their action Monday, Manuel Valls denounced the “blackmail” of part of the CGT and insured deposits would be “unlocked.” Many service stations were still in full or partial shortage Monday night (Sunday they were about 1,500 on the 12,000 account that the Hexagon), mainly in the West and the North.

Where are the social movements?

on Monday night, protesters prevented six of the eight French refineries to function normally. Four refineries of Total (Gonfreville, Donges, Feyzin and Grandpuits) and that of Petroineos (Lavera) are affected by strikes, while the Total plant in La Mede faces blockages on shipping its products oil. Only two Esso refineries (Fos-sur-Mer and Port-Jerome-Gravenchon) normally. But the CGT and FO have announced their intention to call a strike from Tuesday morning in Port-Jérôme-Gravenchon, near Le Havre. This is the third refinery in the Hexagon, in size, behind those of Gonfreville and Donges. A Collectively, they represent 60% of refining capacity in the country.

In addition, the government undertook to dislodge most of the oil depots of dams and locks (in Rouen, Lorient or to Dunkerque). There was very little Monday night: two in total, and that of Fos-sur-mer in the night from Sunday to Monday.

risk are we a shortage?

At the national level, as stated by the Secretary of State for Transport, Alain Vidal, it is still far from a shortage. “There’s plenty of fuel in the country” says are we to UFIP (French Union of Petroleum Industries). The Secretary of State also mentioned the strategic stocks of the country under an EU directive, EU member states are required to hold the three months representing fuel stocks in the average consumption of the previous year. Their mobilization is the responsibility of the government. “If blocked refineries, it is also perfectly possible to import the necessary fuel” , says an expert. France, which consumes 4 million cubic meters of fuel per month, already imports half of diesel it consumes. It is however a net exporter of gasoline.

Locally, the situation is expected to reverse. Because the fuels are stored in oil depots located throughout the territory, which can be independent refineries. One in 191 in France, 90 large (more than 10,000 cubic meters). Blocking some of these deposits threatens the supply of the corresponding area, but it is possible to bring in other deposits fuels. Monday, for example, Total has set up a special system, involving all tankers at its disposal and making them perform two deliveries in the day, which will ensure “ 1 million full 35 liters “on the only day yesterday and gradually replenish all its stations.

Local shortages are they due to social movements

fuel shortage wins territories should not all blockades and strikes in refineries and depots. Some motorists who jostled in petrol stations went there out of pure precaution, helping to empty the tanks. The phenomenon is not new. It happens every time there is a threat of shortage. Sometimes purely virtual threat … This was the case in 1974 on sugar whose prices have soared. Following a rumor, its price has increased tenfold before falling, allowing speculators to pocket the way healthy profits. Fortunately sugar keeps a long time for some French who had stocks in anticipation of a shortage that has not happened.

Dams, locks, strikes … what is allowed?

strike, lock or dam, that’s not the same. The right to strike, that is to say to stop work, is a constitutional right. If employees decide to fold their arms, a refinery has no more right to hire other employees to replace the government to requisition strikers to make it work. Nicolas Sarkozy did in 2010, but it was illegal. The State Council has banned these requisitions … Too late because the state had used force and managed to break the movement. But the decision of administrative judges explicitly forbids the government to use this weapon. If blocked or dam, that’s something else. Even if the fact of employees of the refinery, the security forces are legitimate to intervene, because if the right to strike is constitutional, it is prohibited to prevent employees who want to work, like deliveries to be made
