Sharp decline in the unemployment rate in the second quarter – Le Figaro

The number of unemployed fell by 74,000 in France, down 0.3 points compared to the first quarter, according to Insee. In all France, the unemployment rate also declined to 9.9%. Unprecedented rate in four years.

The unemployment rate finally fell below the 10% mark. In the second quarter, the unemployment rate recorded by INSEE according to the method of the International Labour Office (ILO) decreased by 0.3 points, so it stood at 9.9% throughout the Hexagon and 9.6% for the only metropolis, against respectively 10.2% and 9.9% previously. A new level since the third quarter of 2012, a few months after the election of Francois Hollande … It is also better than anticipated by INSEE in its previous note because conditions did not provide for a quarter down 0.1. All ages benefit from this improvement, but this is even more pronounced among young people (-0.4 points on a quarter). Good news for this age group particularly affected by short contracts, the employment rate in CDI increases more strongly (+0.2 points to 48.8%) than in CDD or temporary (+0.1 point to 7,4%). Part-time employment also decreases slightly (-0.1 points) in favor of full-time employment. But people reporting not enough work and want to work more are still more numerous (0.3 points to 6.7%), while the “halo of unemployment”, which covers those who wish to work without being recognized by INSEE, bigger.

The decline curve recorded unemployment according to ILO methodology is also more straightforward than that released by Pôle emploi – the employment center curve more playing yo-yo. The two institutions do not count in fact unemployed in the same way: while INSEE and the ILO undertake survey, employment center account all unemployed systematically. Especially, the ILO definition is more restrictive, so that can be registered at employment center, but not counted in statistics from INSEE. The INSEE publications are interesting for the head of state, who has conditioned his candidacy for a reversal of the unemployment curve … Several ministers also said in the spring will be based on figures ! ILO and INSEE rather than those of employment center

Still, the trend is improvement – slight – of the employment market. The French economy created 24,100 new jobs in the second quarter and 143,000 over the year. And the training plan of 500,000 unemployed announced by François Hollande began to lower the number of unemployed. For the full year, Unédic planned in February a slight decline in unemployment, 25,000 people, and a similar decline next year. The institution is usually a good Pythia. There is no room for complacency …
