PARIS (Reuters) – the unemployment rate as defined by the International Labour Office (ILO) fell by 0.3 points in the second quarter in France to stand at 9.6%, according to data released Thursday by INSEE.

the INSEE has also identified 1.5 million people want a job without being considered as unemployed by the ILO because they are not immediately available or they are not actively looking.

This population, called a “halo unemployment” increased by 29,000 persons compared to the first quarter and 43,000 over the year.
