Sirugue Report: RSA at 18? – Point

Replace flat all the basic welfare system: this is the aim of the proposals contained in the report submitted Monday to the Manuel Valls deputy PS Christophe Sirugue. This favors the creation of a “common base cover” to replace the ten existing minimum social benefits, which would be accessible to young people under 25 years. Its proposals aim to simplify the social minimum, make them more equitable and to enhance the effectiveness of integration policies.

In this context, Christophe Sirugue place at the heart of his thinking “the issue of youth access to welfare benefits, including that of access for 18-25 years at RSA. ” “Depriving the vast majority of young people access to our universal device of fight against poverty seems more acceptable effect,” he explains. “This age requirement appears very strange in view of the situation of our European neighbors and, especially, it prevents effectively fight against younger poverty, the increase since 2008 is striking unfortunately,” he added, saying that “the structural effects of such reform should be well anticipated”. “But it is now essential: accept to say that preventing left to see a young begin life in poverty, not of handouts, but investment.”

“ambitious scenario”

Among “three scenarios” possible, the rapporteur therefore prefers that of “a major overhaul of the overall architecture of the system of social minima” with the creation of a “common base cover” that would treat “all users (…) by the same rules when resources are lacking, while enjoying a complementary device that also match its specificities” .

This kind of basic income would be “supplemented by a insert complement allowing any assets of more than 18 years to benefit from ad hoc support as well a additional support to preserve resources for people with disabilities and the elderly, “the report said. “The opening of RSA 18-25 years would be a sign indisputable that youth is the priority of public policy,” said the MP, who is also the rapporteur of the Labour Act, which was able to measure this title how youth is suffering and exasperated.

In this “ambitious scenario” which “will take time to be realized”, the common base would replace the cover ten minima currently enjoyed four million recipients: the active solidarity income (RSA), the solidarity allowance for the elderly (Aspa), the allocation disabled adults (AAH), the additional disability allowance (ASI), the specific solidarity allowance (ASS), allocation widowhood (AV), the overseas solidarity income (RSO), the transitional prime solidarity (PTS), the overseas solidarity income (RSO), the temporary waiting allowance (ATA) and the allocation for asylum seeker (ADA).

simplify

another scenario proposes the implementation, from 1 January 2017, twelve of simplification measures of social minima to facilitate users’ access to their rights, for example by making “more predictable amounts paid to recipients of the RSA”. This would help “strengthen the fairness of the system, aligning the incentive systems of SSA and RSA or ending some possibilities of combining different devices together,” according to the rapporteur. It also proposes measures for the disabled, in particular to ensure equal treatment of applications for AAH on the whole territory

Last chance. Halving the number of devices existing, passing ten social minimum five in 2020. at RSA, would be integrated the widowhood allowance, the ATA and the RSO, consolidating the RSA “in his role as base of last resort.” It also recommends limiting the duration of the specific solidarity allowance to two years.

The report is the result of work begun in December by the MP in consultation with associations, communities, administrations State and operators.
