VIDEO – last month, France has recorded 52.400 new registrations in the unemployment category in which 50.200 in the mainland.
A real cold shower, ice. The number of jobseekers registered in category A to the Pôle emploi has exploded in the month of August last year, showing an increase of 50.200 in metropolis about a month, the equivalent of the population of a city as… Belfort. DOM included, the increase is even higher, with no less than 52.400 new listings in class A last month. Never seen since the month of September 2013 with its 53.800 new unemployed registered in category A, consecutive month in the “bug SFR” who had trained in August, an abnormal decrease of 50,000 registered in category A (corrected then -32.700). When combined with variations in the categories B and C, that identify job applicants who have done a little job in the month in question, the increase even exceeds the 80,000 a month. And it is necessary, here, to go back to the month of April 2009 to find an increase as significant in categories A, B and C. This counter-performance back 27,000 reflux in the number of unemployed registered in the single category, since the beginning of the year, and to about 16,500 this past year in France as a whole. According to the latest tally, there are now a little more than 3.8 million job seekers registered in category A with Pôle emploi in France, about 5.8 million, including the activities reduced and even 6.6 million for all categories.
the minister of labour tries to put into perspective the numbers
“This result, which is significantly less favourable than those of the previous months, can be partly explained by the difficulties encountered in certain sectors particularly affected by the terrorist attacks of July (tourism, hotels and restaurants, commerce, leisure)”, was immediately held to put Myriam El Khomri. This increase was further amplified by an unusual increase in the number of updates of job seekers, mainly due to a calendar effect (number of working days higher)”. Moreover, the statistical services of the minister of Labour wrote on the first page of the document put online at 18h. “In August 2016, the number of outputs to categories A, B, C for the default refresh has recorded a decline to an unusually strong, they say. This reduction affects the increase in the number of job seekers in categories A, B and C, more important for categories A and C. It could be explained, at least in part, by a sensitivity of the behavior of updating to the higher number of working days in the refresh period this month, following the change in the timing of refresh in January 2016″.
in Short, if unemployment is on the rise again, it is for reasons that are exogenous and not significant. For the minister of Labour, which records its 7th increase (to 6 drops) in 13 months of presence on rue de Grenelle, the net rebound in the number of students enrolled in August is mostly “no connection with the general evolution of the economic situation”. And the tenant of the hotel du Chatelet to list the reasons, according to her, not to despair: “the number of entries to the employment decreases in August (1.6 per cent), the indicator of business climate remains at a good level, the declarations of hires of a month or more (except interim) have experienced a strong growth in August (+3.7 %), net job creation continues to grow, using Hiring SME continues its rise as a load at a sustained rate (over 700,000 requests since January) confirming the return of confidence among employers.” In other words, this evil figure of the month of August, is an accident of course, nor more nor less.
Young, long-term…increase in unemployment in all categories
Myriam El Khomri pushes even the fills to minimize this increase by calling to the rescue the unemployment insurance scheme, in which the data is refreshed for 2016 and 2017 was made public last week. “According to the latest forecast of the Unedic, the number of jobseekers registered in category A should reduce of 124.000 in 2016,” recalled opportunely the minister of Labour, passing on the other hand the fact that the plan provides for an increase of 79.000 registered in 2017. “The improvement in the economic situation has already led to a decline in the unemployment rate measured by the Insee in the last four quarters (from 10.5% to 9.9% of the active population)”, further added the minister of Labour, saying there is still no word on the increase in the unemployment rate provided by the unemployment insurance scheme up to 9.6% in 2019, after dropping 9.4% this year.
In detail, all the categories are the result of the increase: +2,3% on a month to enrolled under the age of 25 years ; +1.3 per cent of 25-49 year-olds ; and +1.2% of the more than 50 years. Worse, after 5 months unpublished (march to July) of decline in the number of long-term unemployed, that is to say, who have been enrolled for over a year, this indicator, which had never experienced reflux since 2008 has started to rise again in August, 10.900.
“Our actions in favour of employment and the fight against unemployment must therefore be pursued with the same intensity, said Myriam El Khomri. The Plan 500.000 further education and training continues its deployment in order to facilitate and accelerate the return to employment of job seekers who will benefit.” The number of outputs of the categories A, B, and C for “entry stage” shows indeed an increase of 44.8% on three months and 86.4% year on year, against +66,4% and +95.6 percent at the publication of the unemployment figures for July, a month ago.
