It’s a ritual. Each year, many reforms come into effect on 1 July. An overview of these small revolutions that can have an impact on your daily life.

Road Safety Measures

● No more headphones, headsets and other wireless headsets driving. The measure also applies to the handlebar. Bikers and cyclists and have no right to drag their phones under their helmet. The idea is to physically remove the mobile phone of the driver to avoid any temptation to him to read his sms or take a selfie, new enemy of road safety. To continue phoning while driving, it will be possible to use the car speakers via a Bluetooth kit, or simply put the phone on speaker. Users do not respect the new rules face a fine of 135 euros and a loss of three points of the permit.

● Zero drink of alcohol for young drivers. The decrease in the level of alcohol tolerated at 0.2 g / L of alcohol in the blood (against 0.5 g / L for others) can no longer drink only one glass of alcohol before taking the wheel. A drink of alcohol causing a driver to average 0.25 g / L. All test with a BAC greater than 0.2 g / L will be considered driving while intoxicated resulting in the loss of six points on the license, or the entire balance of a young driver. This measure applies only to holders of the license for less than three years (or two years for those who have made the solo driving). The alcohol is the leading cause of death among 18-25 year olds.

Limitations ● 80 km / h. As part of the testing of the speed limit from 90 to 80 km / h, more than 80 routes terminals have their lowered speed limit of 10 km / h. The affected routes are the N7 in the Drôme, the RN57 in Haute-Saone and RN151 in the Yonne and Nièvre.

● Change driving school free of charge. Candidates driving licenses can no longer be asked by their school fees if he wishes to change it. Direct consequence of the consumption law who wishes to reduce tariffs and driving schools by facilitating the introduction of competition. The measure also applies to current contracts imposing compensation for termination.

● End of billing by the hour in parking lots. Another consequence of the law Hamon, tariffs now apply timestamps quarter hour. This concerns a parking less than twelve hours and paid time. A revolution whose operators have largely served to increase their rates, as an investigation reveals UFC-Que Choisir.

A social gesture

● UI significantly uprated for part of its beneficiaries. 1.6 million unemployed, representing 63% of the unemployed receiving benefits, see their benefits revalued by 0.3%. This increase applies to the minimum allocation and the fixed part of return assistance allowances for employment.

● Reduction in child benefits for wealthier families. These benefits will be halved for households with two children earning more than 6,000 euros net per month. Families with two children earning more than 8,000 euros per month will, in turn, their allowances divided by four. 485,000 families, or 10% of the beneficiaries will see their allowances and lowered on August 5, the date of payment of benefits in July.

● The gas also saw its price fall too. The tariffs regulated by the state fell by 1.3% on average duty for subscribers to the incumbent Engie (formerly GDF Suez). This is the third – and highest – consecutive decline after those recorded in May and June. These rates are calculated each month based on changes in supply costs, and once a year depending on the cost of transportation, distribution and storage as well as provider of trading costs.

● Condominiums subject to a standard contract. This is the entrance under the Alur law. All contracts signed or renewed between the joint owners and the trustee must now comply with certain formalities. The agreement should in particular distinguish what is included in the current package management trustee and the additional services that will be able to charge.

Health Reforms

● The application of direct payment to recipients of Aid to the supplementary health (ACS). A taste of the generalization of the exemption from fees for all scheduled for 2017. The ACS is a financial boost for households whose incomes are modest but too high to benefit from the complementary CMU. It takes the form of a “health check” that the beneficiary submits his or her mutual insurer to reduce the amount of his annual contribution. From this July 1, those wishing to purchase top with ACS must also select from a list of eleven tenders published by the government in late April. 1.2 million people benefited from this device to the end of 2014.

● The mandatory reporting of allergens on pre-packaged food products. Outlets and restoration must now systematically indicate to customers the presence of fourteen substances causing allergies or intolerances. Professionals can either indicate on their menus or display it clearly within the institution.

● The threshold limit lowered asbestos. The exposure limit for carcinogenic materials for the workers concerned is divided by ten, from 100 to 10 fibers per liter. According to the National Research and Safety Institute, the number of cancers induced by asbestos, banned since 1997, will now growing. It is responsible for nearly 5,000 diseases each year.
